National Public Health and Community Doctors Meeting

1. This meeting calls on the IMO to consider what action can be taken to regularise the position of AMOs to SMO posts under the terms of the HSE HR Circular 17/2013 – Regularisation of Acting Posts, Clause 6. Proposer: Dr Joe Quinn

2. The IMO calls on the HSE to urgently regularise all longstanding AMOs to SMO posts in Community Medical Departments in belated recognition of their experience and the roles they perform. Proposer: IMO Public Health and Community Health Doctors Committee Status: Carried

3: The IMO calls on the HSE to recruit permanent PMOs to all vacant PMO posts throughout the country in Community Health Departments. Proposer: IMO Public Health and Community Health Doctors Committee Status: Carried

4. The IMO calls on the HSE to extend their recent recruitment campaign of SMOs in Community Medical Departments to all areas requiring SMO posts to be filled. Proposer: IMO Public Health and Community Health Doctors Committee Status: Carried

5. The IMO calls on the HSE to urgently fill the vacant medical posts for DPHs, SPHMs and SMOs in the Department of Public Health, the Health Protection Surveillance Centre, the National Immunisation Office and the Health Intelligence Unit, so as to restore staffing levels to those agreed to safely and effectively fulfil their function. Amendment: The IMO calls on the HSE to urgently fill the vacant medical posts for DPHs, SPHMs and SMOs in the Departments of Public Health, the Health Protection Surveillance Centre, the National Immunisation Office and the Health Intelligence Unit, so as to restore permanent staffing levels to those agreed to safely and effectively fulfil their function

6. This meeting calls on the HSE to consult fully with the IMO prior to implementing any changes arising from the transition to Community Health Organisations. Proposer: IMO Public Health and Community Health Doctors Committee Status: Carried

7. The IMO calls upon the HSE to classify senior practitioners in public health medicine as Consultants in line with the recommendations of the Saunders Review and in recognition of their higher specialist training, experience and clinical responsibilities. 8. This meeting welcomes the recommendations of the MacCraith Report that a Working Group be established by the Department of Health, the HSE and the Faculty of Public Health Medicine to examine specific aspects of training, roles and areas of expertise in Public Health Medicine, aiming to secure the viability and further development of the specialty. Lack of progress in implementation is disappointing. Acknowledging the contribution which Public Health medicine can make in health protection, health improvement and health service improvement, the IMO calls on the Department of Health to establish this working group without delay. 9. The IMO calls on the HSE to provide the necessary resources, both clinical and ancillary, to sustain a safe and effective Public Health Out of Hours Service as agreed in 2009 when the “interim” Public Health Out of Hours Service was established.
